business problem and constraints, then produces a technical solution which is
presented to a review committee

suitable comfort and presence in communicating with business colleagues as well
as technical peers
A review of the candidate’s published material (eg: white
papers, journals)
The candidate's approach to technical professionalism (ie:
engineer, doctor, lawyer mentality versus “just an IT person”)
